Is it still a good time to plant flowers that are already grown?

I just moved and the front and back yards are very plain… it needs color. would it be possible to still go to Home Depot’s garden center and just buy flats of flowers that are already grown? Is it bad timing (season wise)? If so.. what flowers would you recommend that are pretty much annuals?

How do I safely clean artificial flowers?

Can you transplant outside flowers to bark mulch?

I am trying to plant some flowers outside along our house and it is only mounds of bark mulch. Can I plant the flowers in bark much with only the soil that is surounding the roots? Will they survive this way? or do you need to put potting soil in there first?
